Allows you to link to another routine in the same programcode
document.
This is possibly slightly confusing, since in the Starlink General
DTD (for SUNs, SSN, and the like), you cannot use the
ref element to do this, but must use the
coderef element instead. In the
programcode DTD, there is no coderef
element.
What you cannot do at all, at present, is refer to a routine in a
different programcode document.
