The assigned version number. This is not generated automatically, to allow the numbering to start other than at one, or to omit numbers for some reason, but the numbers should be allocated sequentially, unless there is a good reason to decide otherwise.

Who approved the distribution. This is an ID which appears in the list of authors. This might in fact be a reference to an `editor' of the document (ie, an `author' listed in the editors element), rather than an author.
