The program is unable to obtain update access to an array.
This may be either a DATA, QUALITY or ERROR array; and the most most probable cause is that the file containing the array is protected against write access in some way. If the file is not 'owned' by you, and in your directory, then it is usually easiest to copy it into a directory to which you have full access rights.
