purl.org is a facility which provides long-term persistence for URLs, by supporting managed and maintainable URL rewriting. It originated within the library community a decade or so ago, and has had quiet success in various archival communities.
There are several purl domains (that's `domain' in purl terms, not DNS):

http://purl.org/astronomy/ont
At the risk of stating the obvious:
Each of the resources currently under here has been developed in more or less close association with IVOA projects, but the PURL domain is not intended nor expected to be exclusive to IVOA materials. If you have something that you think should get a redirect under here, then get in touch with Norman Gray or Nicolas Moreau, who were initially responsible for setting up the PURLs here.
